I am the former Commissioner for Patents at the United States Patent and Trademark Office and I have over 50 years of experience in the patent field. In 2013, I formed my own consulting practice in to continue my work as a patent consultant and expert witness.
I have over 50 years of experience in the patent field. I spent 33 years in the PTO starting as a patent examiner and working my way up through the ranks to become the Commissioner for Patents in March 2000. After retirement from government service, I was the executive advisor at the intellectual property law firm of Birch, Stewart, Kolasch & Birch LLP. My practice included advising clients on USPTO practices and procedures and acting as an expert witness in numerous patent litigations. I have testified in U.S. District courts as an expert witness on several occasions.
I advise clients on United States Patent and Trademark Office ("PTO") regulations and procedures. I act as an expert witness on PTO related issues and assist clients on patent prosecution matters.

My responsibilities included advising clients on PTO regulations and Procedures, advising attorneys and staff on PTO procedures, assisting attorneys and staff on patent prosecution matters, business development, public relations, and expert witness regarding PTO related issues.
At the request of the Secretary of Commerce I accepted a temporary assignment as an expert advisor to the acting Under Secretary of Commerce to strengthen the management structure of the PTO and provide an up-to-date assessment of the challenges facing he agency.
Served as the Chief Operating Officer for all aspects of patent related operations with the mission to properly implement the patent laws of the United States. Oversaw budget of over $750 million and a staff of over 5000 employees. Areas of responsibilities included strategic planning, budget formulation, staffing, information technology systems, policy formulation, and Congressional relations. Testified before Committees of both the U.S. House and Senate on various intellectual property issues.
Reported to and advised the secretary of Commerce on all intellectual property issues. Chief Executive Officer responsible for all aspect of PTO operations. Represented the PTO in international meetings at the WIPO and interacted with Congress, other agencies, and major IP bar and trade organizations.
Held positions of Patent Examiner, Supervisory Patent Examiner, Group Director, Deputy Assistant Commissioner, and Acting Assistant Commissioner.
